Terms of Service

Chapter 1 General rules

Article 1 (Purpose)

These Terms of Use (hereinafter referred to as the'Terms and Conditions') are provided by the Center for all websites (https://kric.kitech.com) between the Korean-Russian Innovation Center (hereinafter referred to as the'Center') and customers (hereinafter referred to as the'Members') (https://kric.kitech.re.kr/, hereinafter referred to as'service'), the purpose of which is to stipulate the terms and conditions of use and procedures.

Article 2 (definition of terms)

The definitions of terms used in these terms and conditions are as follows.

  • 'Member' refers to a person who agrees to these terms and conditions, signs a service use contract with the center, and has been given a user ID.
  • The term'use contract' refers to all contracts concluded between the Center and the member in relation to the use of the service, including these terms and conditions.
  • 'User ID' refers to a combination of letters and numbers set by the member and approved by the center for identification and service use of the member.
  • 'Password' refers to a combination of letters and numbers set by the member to verify the identity of the member identified by the user ID.
  • 'Administrator' refers to a person selected by the center for overall management and smooth operation of the service.
  • 'Termination' means that the member cancels the service use contract of the center.

Article 3 (Effect and Change of Terms of Use)

  1. The contents of these terms and conditions become effective by posting them on the service screen in accordance with a legitimate procedure or by notifying the members in other ways.
  2. The center may change these terms and conditions if there is a reasonable reason, and the contents of the changed terms will be notified to the member without delay.

Article 4 (rules other than the terms and conditions)

Matters not specified in these terms and conditions can be applied according to the purpose of related laws and service-specific terms and conditions.

Chapter 2 service use contract

Article 5 (establishment of use contract)

  1. The use contract is established when the center approves the member's consent to the contents of the contract and application for use.
  2. Acceptance of the terms and conditions of use is regarded as agreeing to these terms and conditions when the member clicks the "I agree" button to the terms and conditions below.

Article 6 (application for use)

  1. Application for use is made by accessing the service online and filling in the center's membership application form.
  2. All members must provide their own information to use the service, and members who do not register their correct information, such as stealing other's information or registering false information, can claim any rights in connection with the use of the service. No, you may be punished according to the relevant laws and regulations.

Article 7 (approval and restriction of application for use)

  1. The center approves the use of the service when applying for use in accordance with the provisions of Articles 5 and 6.
  2. The Center may withhold approval in the following cases.
    -If you do not provide your own accurate information
    -When applying for the purpose of violating laws and regulations or hindering the well-being and order of society and morals
    -If you want to use this service for illegal purposes
    -In case the application requirements set by other centers are insufficient
  3. The Center may withhold approval until the reasons for restriction of approval are resolved in the following cases.
    -When the center does not have enough facilities
    -If there is a technical problem with the center
    -In case it is difficult to approve the use of other centers due to circumstances
  4. After completing the membership registration process, the Center may withdraw the consent of use if it finds the reason for each item of Paragraph 2.

Article 8 (change of contract details)

Members must make online corrections when the information entered at the time of application for use is changed, and members are responsible for any problems arising from failure to change them.

Chapter 3 Obligations of Contracting Parties

Article 9 (Obligation of the Center)

  1. The Center does not disclose or distribute the member's personal information known in connection with the provision of services to a third party without the consent of the member. This is not the case when there is an investigation purpose, a request from the Information Communication Ethics Committee, or when there is a request in accordance with the procedures stipulated by other related laws.
  2. The Center may create and use statistical data on personal information of all or part of the members in relation to business within the scope of Paragraph 1.
  3. In order to provide continuous and stable service, the center will repair or restore without delay unless there is an unavoidable reason when a facility is damaged or destroyed.

Article 10 (Member's obligations)

  1. When applying for membership or changing member information, a member must fill out all matters with his/her own accurate information based on facts, and if he/she registers false or other person's information, he/she cannot claim all rights related to this.
  2. When using the service, members must not perform any of the following actions.
    -Misuse of other member's ID
    -Reproducing information obtained from the service for purposes other than member use without prior consent of the center, using it for publication, broadcasting, or providing it to a third party
    -Acts that infringe other rights such as the copyright of the center and the copyright of a third party
    -Distributing information, sentences, figures, etc. of contents that violate public order and morals to others
    -Acts that are objectively judged to be associated with sin
    -Acts that violate other related laws
  3. Members must comply with the matters notified by the Center, such as the matters stipulated in the Terms and Conditions, and other regulations and notices set by the Center.
  4. Members cannot conduct business activities using the service without prior approval from the center, and the center is not responsible for the results of the business activities.
  5. Members cannot transfer or donate the right to use the service or other status in the contract of use to others without the explicit consent of the center, and cannot provide this as collateral.

Article 11 (Obligation to manage member's user ID and password)

Members are responsible for managing their user ID and password. Members are responsible for any consequences resulting from neglect management, and the Center is not responsible for them.

Chapter 4 use of service

Article 12 (Service Usage Hours)

  1. The use of the service is in principle operated 24 hours a day, 365 days a year, unless there is a special problem with the business or technology of the center. However, the center may temporarily suspend the service on a day or time determined by the center for regular system inspection, expansion, and replacement, and temporary suspension of service due to scheduled work will be notified in advance through the website.
  2. The center may temporarily suspend all or part of the service without prior notice in case of unavoidable reasons such as urgent system inspection, expansion or replacement, equipment failure, or power outage.

Article 13 (Member's posts, etc.)

  1. Posts refer to articles, photos, and various files and links posted by members while using the service.
  2. The center may take relevant measures such as temporarily suspending, modifying, deleting, moving, or refusing to register the posts falling under each of the following items without prior consent of the member.
    -In case of content that severely insults or defames other members or third parties
    -In case of disseminating or linking contents that violate public order and morals
    -In case of commercial purpose
    -If the content is objectively recognized as being associated with a crime
    -In case of content that infringes other users' or third parties' copyrights or other rights
    -In case the center judges that the service is not consistent with the content of personal political judgment or religious opinion
    -In case of violation of the posting principles prescribed by the center or inconsistent with the nature of the bulletin board
    -If it is judged to be in violation of other related laws

Article 14 (copyright for postings)

  1. Copyrights and other intellectual property rights for posts or works created by the Center belong to the Center.
  2. The copyright of the post posted by the member in the service belongs to the member who posted it, and the center cannot use the post without the consent of the publisher. However, in the case of non-profit, the member's registered posts may be used free of charge without separate permission from the member within a reasonable range in accordance with the fair practices stipulated in the copyright law.
  3. Members cannot use the information obtained by using the service commercially, such as processing or selling the information.

Article 15 (provision of information)

The center may provide the member with various information deemed necessary to use the service to the member by e-mail, letter, SMS, phone, etc., and if the member does not want to use the service, or through the member information modification menu You can apply for refusal to receive information.

Chapter 5 Termination of Contract and Restriction on Use

Article 16 (Termination of Contract and Restriction on Use)

  1. When a member wishes to terminate the use contract, the member himself/herself must apply for cancellation to the center through online (e-mail).
  2. The Center may terminate the use contract without prior notice or suspend the use of the service by a fixed period in case a member commits any of the following actions.
    -In case of stealing someone else's service ID and password
    -In case of intentionally interfering with service operation
    -If the registered name is not your real name
    -When the same user double-registers with a different ID
    -In the case of intentional dissemination of content that is hindering public order and morals
    -When a member plans or executes the use of the service for the purpose of hindering the national interest or social public interest
    -In the event of an act that damages the honor or disadvantages of others
    -When transmitting a large amount of information or transmitting advertising information for the purpose of interfering with the stable operation of the service
    -In case of infringement of the intellectual property rights of the Center, other members or third parties
    -When there is a request for correction from an external agency such as the Information Communication Ethics Committee, or when the voter's interpretation is received by the Election Commission in connection with an illegal election campaign.
    -When the information obtained by using the service information of the center is reproduced, distributed, or used commercially without the prior consent of the center
    -When notifying a subscriber who has been dormant for a long period of time, if the intention to use the service is not expressed within the notification period
    -In case of violating the terms of use set by other centers

Chapter 6 compensation for damages and other matters

Article 17 (Compensation for Damage)

The Center shall not be held liable for any damages incurred to members in connection with the use of the services provided free of charge, unless it is due to the intentional or negligence of the Center.

Article 18 (Disclaimer)

  1. The center is exempted from responsibility for the provision of services if it is unable to provide services due to natural disasters, wars, or other equivalent force majeure.
  2. The center is exempted from liability for damages caused by unavoidable reasons such as maintenance, replacement, periodic inspection, and construction of service facilities.
  3. The center is exempted from liability for obstacles in service use due to reasons attributable to the member.
  4. The Center is not responsible for any failure or loss of profits expected by the member using the service, and is not responsible for any damages caused by the data obtained while using the service.
  5. The center is not responsible for the reliability and accuracy of various information, data, facts, etc. posted by the member on the service, and is exempted from liability for damages caused by other data obtained through the service.

Article 19 (Notice)

When the center notifies a member, it can substitute for individual notification by using the e-mail address registered by the member at the center or by posting it on the bulletin board for more than 5 days.

Article 20 (jurisdiction and governing law)

  1. Matters not specified in these terms and conditions are subject to relevant laws and commercial practices of the Republic of Korea, such as the Telecommunications Business Act.
  2. If a lawsuit is filed for a dispute arising from the use of the service, it shall be the court having jurisdiction over the location of the secretariat of the center.

The Korea-Russia Innovation Center (hereinafter referred to as "this center") places great importance on the protection of individual members' information, and complies with the "Personal Information Protection Act" and "The Act on Promotion of Information and Communication Network Use and Information Protection," The center informs you of the purpose and method of using the personal information provided by members through the personal information processing policy, and what measures are being taken to protect personal information.

1. Items of personal information to be processed


The center collects only personal information necessary for member management, such as providing technical information for business support in the field of technical cooperation, securing companies in need, publishing insights for technology cooperation, technology exchange, and information provision. 4. Rights of users and legal representatives and how to exercise them


When signing up for membership and collecting personal information of children under the age of 14, the consent of the legal representative is always sought. 6. Matters concerning consignment of personal information processing (if applicable)


The center consigns personal information as follows for service implementation, and the consignment contract stipulates necessary matters so that personal information can be safely managed in accordance with the relevant laws and regulations.

-Consignment personal information items: All personal information entered by the member
-Period of use of personal information: Until the consignment contract ends


7. Matters concerning the rights and obligations of the information subject and how to exercise the rights


You may withdraw your consent to the collection, use, and provision of personal information at any time for membership registration and cooperation with this center. You may request to view, correct, suspend or delete your personal information, and if you contact the person in charge of personal information protection in writing, by phone or fax, we will take necessary measures such as destroying it without delay. However, if there are obligations stipulated by law, the exercise of the rights may be restricted.

10. Changes in the privacy policy

This privacy policy was enacted on March 1, 2020, and according to changes in laws, policies, or security technology. If there is any addition, deletion or modification of the contents, the reason for the change and the contents will be notified through the website of this center at least 7 days before the implementation of the changed personal information processing policy.
